Subsidy Rate Increases

Licensed Providers:

July 1, 2007  7%

July 1, 2008  3%
All raises take effect at the same time.

License-Exempt Providers:

Equal rate for all children  $2.06/hour

July 1, 2007  4%

July 1, 2008  3%

Last increase in 2005.

Raises took effect on Parent Reauthorization.

 

$1.03 for unequal sibling rate.

Last increase in 1999.

 

Infant Rate Differential

(Licensed)

Rate will be at least 15% above the Toddler rate in each region.

Infant Bonus eliminated in 2005.

Non-Standard
Hour Bonus

(Licensed)

$50/child/month for a child with at least 45 hours of non-standard hours per month. Begins January 1, 2008.

Food Program  

(License-Exempt)

All License Exempt Providers providing care in their own homes are eligible for the federal food program.

License Exempt are not allowed
to receive food from the food programs.
Health Insurance
(Licensed)

Providers with 4+ children for at least 22 combined days will be eligible for individual health insurance. Premiums to be determined.  Begins July 1, 2008.

Training and Funds

(Licensed)

 

$450,000+ pool for STARS or other training. 3 paid Professional Days. Required 4-hour Subsidy Training. Required 4-hour WAC training, so all providers get consistent information.

No consistent statewide trainings.

Training and Funds

(License-Exempt)

$300,000 pool for Exempt Providers to pay for training. $250 incentive bonus for becoming licensed. Required 4-hour subsidy training, with pay, so all providers get consistent information.

Tiered Reimbursement
(Licensed)

$400,000 when and if program begins.

Spokane only has this now.

Field Trip, Special Needs, Registration Fee, Holidays, Professional Days, Absent Days (Licensed)

Benefits remain the same and are now listed in the contract.

Grievance Procedure (Licensed and Exempt)

A new procedure for resolving under-payments and other disputes covered in this agreement. (No licensing issues can be addressed through this process.)

Timely Payments

Payment starts from the first day of care, (the date on the Award letter will be honored).
Parent Notices will be sent to the provider.

Payments are delayed.

Overpayments

No overpayments on Parent fraud.

2 year look-back on region and birthday mistake. 3 year look-back on all others.

Fair Hearing Process on disputes.

Union Dues Deduction

(Licensed and Exempt)

For this contract 2% Union Dues will be paid to the union from the raise. Providers who pay more than $50 will receive a monthly rebate check from the union. (More details on the dues procedure will be forthcoming.)

All subsidized providers will pay either membership dues or non-member fees, so we have a strong, unified voice.

Subsidy Committee:
A Subsidy Committee will meet to discuss future subsidy rating-setting procedures.

Labor-Management Committee will address ongoing issues.
